While the storm impacted a large part of the country, worst hit was southeast Texas and southern Louisiana. In these two areas alone, there were 24 fatalities and more than $5 billion in damage. Due to the magnitude of this flooding event, a service assessment team was dispatched to examine the warning and forecast services provided by the National Weather Service (NWS) to emergency managers, flood control/public works agencies, and the public in southeast Texas and southern Louisiana. Service assessments provide a valuable contribution to our ongoing efforts to improve the quality and timeliness of our products and services for the protection of life and property. Findings and recommendations from this assessment will help to improve techniques, products, and services"--Preface.
